After you put GTA DLC's in the GTA IV folder the folder should look like this:
Installation Guide:
For those who have facing problems please follow these steps to run the game:
1. The 2 seperate DLC are currently not working.
2. Download the full 16GB version on this page.
3. Extract the contents and you should see 3 folders - EFLC, Reslists
and Installers. You should only need EFLC.
4. In your Program Files or Program Files (x86) folder create a folder
called Rockstar Games if there isn't one already.
5. Rename the EFLC folder to Episodes From Liberty City and place it in C:\Program Files\Rockstar Games\ (for
32Bit) or C:\Program Files
(x86)\Rockstar Games\ (for 64Bit)
6. Download the relevant .reg file depending on your OS, extract it,
double click it then click YES:

Start the game using the launcher (should go without saying but you
never know).
If you follow these instructions, then you shouldn't have any problems
running the FULL 16GB version
How
to Play: -Download
-Extract the game
-Run the game ..
If it shows reg error: follow this to fix:
- Go to regedit, if you don't know how to open that, please consult
Google
- Go to HKEY_LOCAL_MACHINE
- Software
- Rockstar Games (create this if it doesn't exist, using
richtmousebutton, new, key)
- EFLC (create this, see above)
- In EFLC, rightclick on the big white screen, New, string value
- Name it "InstallFolder"
- Find the path where you downloaded everything, the main folder, which
contains files like data.dll, EFLC.exe, etc.., and copy the location.
- Edit the InstallFolder-string value, and set the data to the location
you just copied
- You're done :)

FILESIZE = 204kb and you will still need to do add the registry entry:
- Open regedit, (press the WindowsKey+R on your keyboard, type regedit, hit enter) - Go to HKEY_LOCAL_MACHINE\Software\Rockstar Games (Create it if it doesn't exist by using Right Click>New>Key)\ - In the Rockstar Games key create the EFLC key the same way. - In EFLC, Right-Click on the big white pane on the right hand side > point at New > click string value - Name it "InstallFolder" (without the quotation marks) - Find wherever you put the main folder, which contains files like data.dll, EFLC.exe, etc.., and copy the location. - Edit the InstallFolder string value, - Right-Click "InstallFolder" click modify, and set to the location you just copied
For a 64 Bit OS the registry key goes HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Rockstar Games\EFLC (thanks to dutchbastard for figuring that bit)
